Sen. Charles Schumer, D-NY, and Rep. Chris Van Hollen, D-Md., unveiled their framework Thursday  for comprehensive legislation to respond to the Supreme Court decision in Citizens United v. Federal Elections Commission, a ruling that will allow corporations to make independent expenditures to support or oppose candidates in elections.

Their plan has five parts:

-Ban expenditures by foreign interests

-Stop bailout recipients and government contractors from spending unlimited amounts "because tax payer money should not be used to promote a company's political interests," Schumer said.

-Impose new disclosure requirements to the public through the Federal Election Commission and the Lobbying Disclosure Act, and new disclosure requirements to shareholders through the Securities and Exchange Commission.

-Impose new disclaimers on ads

-Require candidates and party committees to have reasonable access to airtime (lowest-unit rate rules)

Schumer said the legislation will be introduced after the recess, and that it is designed for swift passage in time for the upcoming elections. The goal of expedience persuaded the pair against introducing a constitutional amendment, Schumer said. That far-reaching solution has been promoted by some campaign finance watchdogs.

"Our goal is to advance the legislation quickly, otherwise the Supreme Court will have predetermined the winners of next November's elections," Schumer said. "It won't be Republicans; it won't be Democrats; it will be corporate America."

Another notable proposal missing from their plan are measures to allow shareholders to weigh in on their corporations' political spending, an idea touted by many campaign finance reformers as more moderate that a constitutional amendment.

According to a media advisory I received (see below), Senator Schumer and others will announce the legislative response to Citizens United on the Supreme Court grounds tomorrow morning at 10 a.m.  A House-side event is scheduled for the afternoon.  I won’t be able to attend but I look forward to reading the long-awaited bill.

Isn't it a little disingenuous for Schumer and Van Hollen to be honchoing this? Van Hollen has raised a bundle for the DCCC and Schumer for himself and the Senatorial committee from banks, Wall Street and other interests. It's what they call in law, "unclean hands."

Anybody remember Andy Jacobs? Maybe he should spearhead this. Or Caesar's wife.

Finally! this is a great plan. If I may add, candidates should get roughly the same amount of TV ads so money will not prevail above a dialogue with the electors. Also the Supreme Court ruling has some kind of legal flaw: it was not a matter to rule. Nobody ask them. They ( Supreme Court judges) brought it on the table on their own! If I am correct, the Supreme Court can not decide what to rule or not and even less just pick an important matter on their own. It feels like some judges are sold to private interest which is certainly not the idea of the founding fathers and first amendment.
