Health Insurers Funded Chamber Attack Ads

Just as dealings with the Obama administration and congressional Democrats soured last summer, six of the nation's biggest health insurers began quietly pumping big money into third-party television ads aimed at killing or significantly modifying the major health reform bills moving through Congress.
That money, between $10 million and $20 million, came from Aetna, Cigna, Humana, Kaiser Foundation Health Plans, UnitedHealth Group and Wellpoint, according to two health care lobbyists familiar with the transactions. The companies are all members of the powerful trade group America's Health Insurance Plans.
The funds were solicited by AHIP and funneled to the U.S. Chamber of Commerce to help underwrite tens of millions of dollars of television ads by two business coalitions set up and subsidized by the chamber. Each insurer kicked in at least $1 million and some gave multimillion-dollar donations.
"There's no question that AHIP has quietly solicited monies from their members which were funneled over to the chamber for their ads," said a source. The total donated by the health insurers, according to one estimate, was as much as one-quarter of the chamber's total health care advertising budget.
A spokesman for Kaiser said it contributed funds to AHIP last year for positive ads on health care reform, and that AHIP has told the insurer that none of its monies were sent to the chamber.
Last August was bruising for the health insurance industry: Obama and congressional leaders attacked its abuses and profits and AHIP President Karen Ignagni warned publicly that "the vilification strategy isn't going to get health reform passed."
In late October, Ignagni wrote in a letter to the Washington Post defending a health insurer-funded study critical of congressional cost estimates, "Let me be clear and direct, health plans continue to strongly support reform." However, by that time money was already flowing through AHIP to the chamber to fund its negative ads.
The fundraising started last September and continued through December using AHIP as a conduit to avoid a repeat of the political flak that hit the insurance industry after it famously ran its multimillion-dollar "Harry and Louise" ads to help kill health care reforms during the Clinton administration.
"AHIP wanted to do this through a third party because of what happened with the Harry and Louise ads," said a lobbying source. "The goal was to get a message out there to make sure the public understood the serious shortcomings of the legislative proposals."
Asked about the health-insurer funding for its ad blitz, the chamber's top lobbyist Bruce Josten said, "No comment. We never disclose funding or what we're going to do."
However, after the story hit the blogosphere Tuesday, Josten confirmed the money transfer from AHIP to several news outlets.AHIP originally did not return several calls requesting comment for this story. It supplied a written statement Tuesday evening after the story broke. "Reform needs to make health care more affordable, particularly for small businesses that struggle to provide coverage to their employees. We share the very serious concerns employers have raised about provisions that will increase health care costs, including new premium taxes that will hit small businesses hard. So when the employer community--our customers--asked us to contribute to their campaign, we readily agreed."
Since last summer, the chamber has poured tens of millions of dollars into advertising by the two business coalitions that it helped assemble: the Campaign for Responsible Health Reform and Employers for a Healthy Economy.
In late October, the chamber helped cobble together a larger coalition, Employers for a Healthy Economy, which became the key advertising vehicle for attacking provisions in the House and Senate bills being developed. The newer coalition includes such business giants as the National Association of Manufacturers, the National Retail Federation and the National Association of Wholesaler-Distributors.
The ads sharply criticized the high costs of the separate bills, especially the House version. The commercials warned the legislation would raise taxes for Americans and hurt the economy as it tries to recover from the recession. And some chamber-financed commercials attacked setting up a government run plan to compete with private insurers -- a special sore point for the insurance industry -- which is part of the House measure.
The U.S. Chamber has spent approximately $70 million to $100 million on the advertising effort, according to lobbying sources. It's unclear whether the business lobby group went to AHIP with a request to help raise funds for its ad drives, or whether AHIP approached the chamber with an offer to hit up its member companies.
The House passed its health care reform measure in November; the Senate's didn't pass its version until December. Late last week, Employers for a Healthy Economy launched a new round of TV ads on national cable that are slated to run for a week. Sources say that the chamber-backed ads will likely continue as the two bills are combined in coming weeks.
"You don't quit. You fight this thing all the way," said Dirk Van Dongen, the president of the Wholesaler-Distributors.

When AHIP has provided funds for last year, stressed, AHIP and agreed in writing that our funds can be used for positive publicity in favor of adopting a health care reform. My question for Mr. Nelson is this. Will Kaiser Permanente go really, really public with its outrage? As I understand it, you are a patient funded HMO and you don't need the insurers to pay for patient care. You could take AHIP on if you want to, and not suffer a penalty. Are you going to demand you get your money back? Or are you just posturing in a small forum of informed readers, to try and make yourself look good?

Insurance companies should be required to express non-treatment dollars in terms of number of treatments that could have been performed. For example, a CEO bonus of $5-million should have to be expressed as a CEO bonus of 50,000 office visits (assuming it’s $100/visit in this example).
The same should go for their lobbying efforts. “This ad cost the equivalent of 8,125 office visits.” Then the after that statement the CEO should have to come on and say he approves of the ad.

Nonetheless, the total lack of comprehension about how insurance works is resulting in legislation that will drive insurance costs up steeply; I believe, if insurance companies can stay in business at all, the costs will rise to the point that many who currently have insurance will find themselves priced out of protection. Before reading this post I was not aware of - Last August was bruising for the health insurance industry: Obama and congressional leaders attacked its abuses and profits and AHIP President Karen Ignagni warned publicly that "the vilification strategy isn't going to get health reform passed." But I had the information that AHIP has quietly solicited monies from their members which were funneled over to the chamber for their ads.
I think these will be a huge money, must greater than my bingo prizes that I win from my favorite online bingo games.

Insurance companies are no saints but i think they are also heavily regulated by the FSA. if insurance companies can stay in business at all, the costs will rise to the point that many who currently have insurance will find themselves priced out of protection. The goal is to increase those with protection, not decrease it.

What credentials do we have to advise our doctors. the prescription drug industry spends more on advertising than anything else. This is sick. I am self employed and run a small <a href="">Spanish Lessons Online</a> service from my home. As you can imagine, I am self insured and it is my biggest expense. If you bother to look at the legislation itself and the CBO reports rather than FOX New and other opponent's editorials or ads, you would have seen that if you have insurance right now many provisions will take effect as soon as the President signs it. Ex. lifetime cap will be removed, you will not be dropped from the roll if you get sick. and you will get preventive care without paying for it(included in the insurance premium)

I definitely have to agree with the what very previous person said.. there is something wrong about health insurance being in the regular corporate sphere.. it's a little ironic that health insurance companies should be able to use money from their own members to lobby and advertise against programs that might be to their benefit. I don't know. it doesn't seem right that insurance companies should have advertising dollars at all since it's like tey are spending money that could otherwise go to claims that they are denying.. all odd to me.

Kaiser Permanente did not provide funding in any way for the Chamber advertising campaign. When we provided funds to AHIP last year, we insisted, and AHIP agreed in writing, that our funds could only be used for positive advertising in support of passing health reform. The Republicans, and AHIP ought to wake up. Health care reform has been going on for over 30 years. We have over 10% unemployment and most of those people have lost their homes, and their health benefits. I was lucky in that when I lost my job I worked for a union and had the required amount of years to at least secure my severance package and pension as well as my health care. I am not even counted as unemployed until my severance pay is gone...there will be countless more people on the list of the unemployed when that happens...How many more people will have to declare bankruptcy before this is over? ...after all it could happen to you!

Well its some time since this post and the bill is passed and I think it will be Obama's greatest legacy to your country (I'm from the uk). One of the only great things about my country is the national health service and we don't need a debt solution to fund it, we are used to paying our tax for it and not one man or woman complains about it.
Given time to settle and get over the initial hiccups I'm sure it will be a great success. Stick with it and remember being part of a "society" is about helping those in need.

As an employee of Kaiser, I was soooo disappointed when I heard this news on the TV about Kaiser participating in negative health care reform ads. I have been so proud to work for a place that's been so progressive about switching their care to outcome and best clinical based practices.

No doubt the provision in the Senate version that ultimately will allow those who are "overweight," have high cholesterol, high blood pressure etc to be charged 50% more is really an attempt to kill the bill. Just like women were added to the 1964 Civil Rights Act as an attempt to prevent it from passing. GWB promised (actually lied) us that it would cost $239B when it's actually $500. Guess who put those in or ram it through: The Republicans.

If you bother to look at the legislation itself and the CBO reports rather than FOX New and other opponent's editorials or ads, you would have seen that if you have insurance right now many provisions will take effect as soon as the President signs it. Ex. lifetime cap will be removed, you will not be dropped from the roll if you get sick. and you will get preventive care without paying for it(included in the insurance premium)
The reason for the other main part not taking effect because the excise tax and other revenue proivisions (scheduled to begin in 2011) will raise the necessary revenue needed to cover those who do not have insurance or make the insurance affordable which will include health exchange as well shift the needed change in the medicare to make it better.

If you bother to look at the legislation itself and the CBO reports rather than FOX New and other opponent's editorials or ads, you would have seen that if you have insurance right now many provisions will take effect as soon as the President signs it. Ex. lifetime cap will be removed, you will not be dropped from the roll if you get sick. and you will get preventive care without paying for it(included in the insurance premium)
The reason for the other main part not taking effect because the excise tax and other revenue proivisions (scheduled to begin in 2011) will raise the necessary revenue needed to cover those who do not have insurance or make the insurance affordable which will include health exchange as well shift the needed change in the medicare to make it better.

A few statements above hit the nail right on the head: We will most likely eventually find our way to universal coverage. We definitely need to repeal the ridiculous exemption from anti-trust laws that health insurance companies now enjoy. In the meantime, a not-for-profit, government run option will cover millions of our neighbors, friends, and families who want coverage but cannot afford the more expensive insurance offered by companies whose primary concern is to report earnings on Wall Street.
The government option will help lower the cost of health care by spreading out the risk among the pool of the insured (more people and more money in the system means lower cost per capita to provide good health care to all citizens). To do otherwise is inhumane. People who are opposed to reform because they think it will undermine their freedom have not experienced the feelings of anxiety, helplessness, and anger that occur when they are dropped by their insurance company after paying premiums for years or decades because they have developed an expensive-to-treat illness. These people, I'm guessing, also have not lost their homes or their whole life's savings due to the lifetime payout caps that insurance companies use to protect their bottom line from their own customers who have suffered some great medical misfortune. And I will bet that those who are fighting healthcare reform have never had a family member die because they did not have access to preventive care because they could not afford the insurance premiums that far outpaced their earnings.

As the Progressives in this country move forward and the stupid Americans allow them to take over banking, manufacturing, television (just wait - it's coming), and healthcare - we spiral downward into Socialism and leave behind very few remnants of a nation that the rest of the World use to look to with admiration (and some cases fear).
We use to be a nation of individual States and that kept the federal government from being over run by the likes of Pelosi and Reid.
Now private industry is having to spend millions of dollars to protect themselves from the encroachment by a government that I personally would not trust to do anything well. And you hypocrites sit around and point fingers at them and say "oh my goodness - how evil are they to spend money fighting off socialized medicine."
Wait until they tell you what you can and can't eat - what you can and can't drink - where you can and can't go. How long will it be until activities that you do are deemed illegal because you could injure yourself? Maybe then you will realize you no longer have your freedom.
In 1948 the socialist progressives were trying to get this same crap passed.
I'd rather have freedom than guaranteed healthcare.

I do not beleive that Health Care should be treated as a commodity and traded on the stock market.
There are some things that should not be for sale. This current legsislation may not be the whole answer, but it is a begining. I would really like to have the Public Option. Perhaps that would keep the costs down. However non-profit insurance companies would be better an d fairer.

The Republicans and AHIP ought to wake up. Health care reform has been going on for over 30 years. We have over 10% unemployment and most of those people have lost their homes, and their health benefits. I was lucky in that when I lost my job I worked for a union and had the required amount of years to at least secure my severance package and pension as well as my health care. I am not even counted as unemployed until my severance pay is gone...there will be countless more people on the list of the unemployed when that happens...How many more people will have to declare bankruptcy before this is over? ....after all it could happen to you or someone you love!

My question for Mr. Nelson is this. Will Kaiser Permanente go really, really public with its outrage? As I understand it, you are a patient funded HMO and you don't need the insurers to pay for patient care. You could take AHIP on if you want to, and not suffer a penalty. Are you going to demand you get your money back? Or are you just posturing in a small forum of informed readers, to try and make yourself look good?

Shine a light on Obama, Pelosi and Reid and all the other worms in Congress and the Senate as well as these stupid business coalitions.
The whole country is screwed up and the government is no longer "by the people and for the people". It's all about freaking money now. Soulless bastards in Washington and in the seats of corporate power.

Even $40 millio would be chump change. Pelosi's lobbyists/staff are not telling how much influence there is from those who SUPPLY the health care. Insurance companies do not set the cost of health care. Doctors and hospitals set the cost of health care.

How sad what the insurance companies can do with our money. I am insured by Aetna and I am wholly for health reform. It's too bad that I have no recourse, and cannot choose a company that I agree with morally and ethically as this is the only plan available through my employer and I can't afford any other plan. Perhaps reform may give people like me more freedom?

Once the bill is passed, the issues like penalties for not carrying insurance can be fixed - one at a time.
We are going to find that, ultimately, the only real solution is going to end up being universal coverage provided by the government and funded through direct taxes.

Kaiser Permanente did not provide funding in any way for the Chamber advertising campaign. When we provided funds to AHIP last year, we insisted, and AHIP agreed in writing, that our funds could only be used for positive advertising in support of passing health reform. We have confirmed with AHIP that it honored that commitment, and none of Kaiser Permanente’s funds were used to support this advertising campaign.

I agree, the insurance companies are no saints in this situation. Nonetheless, the total lack of comprehension about how insurance works is resulting in legislation that will drive insurance costs up steeply; I believe, if insurance companies can stay in business at all, the costs will rise to the point that many who currently have insurance will find themselves priced out of protection. The goal is to increase those with protection, not decrease it. As Jane Trautwein wrote in the Wall Street Journal: "Imagine that parking tickets were only 25 cents. Would drivers have much reason to feed parking meters? The answer, of course, is no." The current penalty for not having insurance is too weak to be effective, so folks will wait until they are ill to purchase coverage. Those who 'have' insurance all along will be forced to pay enough in premiums to pay for those who purchase only when their health is 'on fire'. If you think it is expensive now, just wait. Our government needs to be brave enough and bold enough to end private insurance altogether or work with the industry to ensure its survival.
