National Association of Children's Hospitals
This organization, the public policy arm of the National Association of Children's Hospitals and Related Institutions, speaks for 141 hospitals, medical centers and health systems that treat children.

What They Want
NACH's main priority in the health care discussion is to ensure that children also feel the benefits of reform and have consistent access to quality care, but that task has been difficult because the challenges in children's health care are different from the overall system, said Jim Kaufman, the group's vice president of public policy.

"The one thing [Congress has] really missed and has been missing in the discussion overall is children's access to care," he said. In President Obama's speech to Congress last week, Kaufman said, "kids were mentioned as an afterthought."

For example, he said, the pediatric health care field is lacking in specialists, while the adult side of the system needs more primary care physicians. So measures in proposed health care legislation that provide incentives for doctors to go into primary care ignore the needs of children.

Because 1 in 4 children receives health care coverage through Medicaid, NACH has focused on reforming Medicaid's payment system to make it equal to that of Medicare. But Medicaid "has pretty much been left out of the discussion," Kaufman said.

Deal Breakers
NACH opposes cuts to disproportionate share hospital payments, a part of Medicaid that gives financial assistance to hospitals that provide care for a large number of patients who are on Medicaid or are uninsured. Because many children are on Medicaid, cutting these payments would likely reduce funding given to children's hospitals. Cuts are included in proposed legislation.

How Much They've Spent
In the first half of 2009, NACH spent about $1.2 million on lobbying activities, according to disclosure forms. The organization spent about $1.1 million on lobbying in the first half of 2008.

The organization does not have an affiliated PAC. NACH's president and CEO, Lawrence McAndrews, donated $7,500 to federal candidates during the 2008 election cycle.

NACH has run advertisements related to health care reform in Washington, D.C.-based newspapers.

The organization's total revenue for fiscal 2008 was $5.6 million, according to IRS forms.

Key Players
McAndrews has been president and CEO of NACH and its parent organization, the National Association of Children's Hospitals and Related Institutions, since 1992. He has represented the organization in various meetings with lawmakers and administration officials.

"I think we in the pediatric community... are a small enough community, cohesive enough, the doctors and the hospitals working together, we know each other, that perhaps we can offer an opportunity to be another leading edge in your plan for change," McAndrews told Obama at the White House health care summit in March. "And we would work with you in the implementation of any quality measures, any new incentive structures."

Kaufman has also met regularly with members of Congress about health care reform; he has met with Sen. Christopher Dodd, D-Conn., or one of his staffers every week in recent months concerning children's health issues, he said.

Kaufman is a registered lobbyist; McAndrews is not.

The organization has emphasized involving families and member hospitals in the discussion. Through the Speak Now For Kids campaign, a partnership with other children's groups that launched in May, NACH has asked families to share stories of struggles with children's health care through photos, video or text on the campaign's Web site. It will deliver the testimonies to members of Congress. NACH has also organized several fly-ins for hospital administrators from across the country to come to Capitol Hill to speak with lawmakers. The organization is holding a fly-in this week and expects 150 hospital leaders to advocate for children's health care to members of Congress.

I have read many articles about the National Association of Children`s Hospitals and I have to pay my respects to them for their entire activity in supporting the educational system and giving so many opportunities for young talented people who look for a career path. I am currently a student at the master of public health online and I am totally aware of how much this opportunity means to young people. Hopefully, I will see more of these in future.

Previous to any kind of medical assistance I should ever have to require from the state medical system, I take all due care that my baby is raised in the utmost healthy conditions I can provide for him. This means healthy and peaceful climate, proper diet, best baby formula I can find, extremely careful hygiene and child care. I am glad though that they consider improving infant medical services, because this is a majorly important thing for every parent in this country.

Congress has missed the discussion of children's access to care and i still don't think it has been addressed.
