American Cancer Society Cancer Action Network
This organization, the advocacy wing of the American Cancer Society, works to find government solutions to issues affecting cancer patients and to reduce the disease's occurrence.
What They Want
ACS CAN has three priorities for reform legislation: guaranteed access to sufficient care, emphasis on preventative screenings and services, and improved quality of life for cancer patients. "We want to go from a sick care system to a true health care system," said President Dan Smith.
To help cancer patients gain access to affordable coverage, the group supports eliminating health insurance exclusions, ratings based on preexisting conditions and annual and lifetime caps. They'd also like to limit out-of-pocket costs for patients.
Ultimately, ACS CAN wants to drive down the incidence of cancer. The group says 60 percent of the country's 565,000 annual cancer deaths are preventable through measures like early screening, maintaining a healthy body weight and quitting smoking. So ACS CAN hopes to see provisions relating to those measures in health care legislation. "We're not properly incentivizing prevention in this country," Smith said. He added that such measures would lower overall costs while cutting down on cancer rates.
Deal Breakers
If insurance reforms fail to give cancer patients coverage that fully addresses their needs, ACS CAN will not support the legislation, Smith said. "It's not OK to say to someone, 'Oh, we're going to offer you insurance, but it's skimpy.'" And if insurance policies under new legislation include "still being rated on health status, that would be something we absolutely couldn't support," he added.
The group has not officially expressed support or opposition to any proposed bills.
How Much They've Spent
ACS CAN's total 2009 budget for reform-related activities -- including advertising, grassroots efforts and lobbying -- is $3 million.
In the first half of the year, they spent $2 million on all lobbying activities, according to disclosure forms. All of the group's lobbying activities are health-related, though they are not all directly related to the reform effort. In the first six months of 2008, ACS CAN spent about $1.7 million on lobbying activities.
In July and August, ACS CAN bought all the advertising space in the Capitol South Metro stop -- a technique Smith called "station domination" -- to run ads promoting preventative cancer screenings and other early detection measures.
ACS CAN also helped fund the Harry and Louise television ads that ran during the 2008 campaign. With the American Medical Association, Families USA, the Pharmaceutical Research and Manufacturers of American, Regence Blue Cross Blue Shield and the Service Employees International Union, the group ran television ads in January urging the prioritization of health care reform.
ACS CAN's total revenue for 2007 was $7.23 million, according to IRS forms.
Key Players
Smith, president since 2006 (right), began working at the American Cancer Society in 2000. Before joining the group, he worked on presidential, senatorial and congressional campaigns and for 10 years in the Senate in positions including chief of staff to Tom Harkin, D-Iowa, and minority staff director for the Senate Agriculture, Nutrition and Forestry Committee.
Smith has partaken in discussions on Capitol Hill, mostly with members and staff of the Senate Health, Education, Labor and Pensions Committee, and with other health stakeholder groups. ACS CAN is also part of Health Reform Dialogue, a coalition of 18 far-reaching groups.
"We've been very involved in the discussions on the Hill and the lobbying on the Hill," Smith said. "We've collaborated with many of the players from across the spectrum -- business, labor, other consumer groups. We've been very active in leading the discussion this summer around the issues of affordability and adequacy."
Since the American Cancer Society has local chapters in communities across the country, ACS CAN has also emphasized a grassroots effort. "We have a large base of folks who support our organization across the country, and we're keeping them very involved in the debate," Smith said.
As the CEO of the American Cancer Society and ACS CAN, John Seffrin has taken an active role in health care reform discussions. Seffrin has served as president of the International Union Against Cancer and on the boards of the C-Change Steering Committee, the National Cancer Policy Board, the board of Independent Sector, the National Cancer Legislation Advisory Board and the Advisory Committee to the Director of the Centers for Disease Control and Prevention.
Smith has been a registered lobbyist since he joined ACS CAN. Seffrin is not a registered lobbyist. Dick Woodruff, the group's senior director of federal government relations, leads ACS CAN's team of 22 registered lobbyists.
